Take 5 - Alcohol Strategy Development in East Lancashire

Consultancy Solutions has just been commissioned to lead the development of a combined Alcohol Crime and Disorder Strategy across the East Lancashire area.

The alcohol strategy will encompass the following 5 Borough Councils;

Burnley
Pendle
Rossendale
Hyndburn
Ribble Valley

The strategy will follow closely the National Alcohol Harm Reduction Strategy for England and is expected to incorporate 4 themes;

Education
Prevention
Treatment
Working with the Alcohol Industry

The plan to develop this overarching strategy follows on from our recently completed work with Chorley and South Ribble Primary Care Trust which resulted in the production of a comprehensive Alcohol Commissioning Toolkit which will shortly be adopted throughout the Public Health Network across Lancashire. The toolkit was launched at a public health network conference and was contributed to by commissioners, service providers and service users.

A key task of the Alcohol Strategy will be to pull together an overarching vision underpinned by clear and consistent action plans which identifies and addresses local needs and priorities.

Much work is ongoing in relation to alcohol work and much of this has progressed without any overall co-ordination. A key aim of our work in developing this strategy will be to encourage an ongoing partnership approach whilst seeking to bring clarity in relation to direction, outcomes, roles and responsibilities consistency in monitoring and performance review.

Strategic Vision for Young People's Services in Sunderland

Work is continuing with the Young People's Substance Misuse Joint Commissioning Group (JCG) in Sunderland to develop their commissioning framework and support reconfiguration of local services.

Following an enlightening and thought provoking development day held with local commissioners, an outline action plan has been agreed.

The work will result in the following key outcomes;

redrafted service specifications for all commissioned services
development and implementation of a performance monitoring framework and performance management process
development of a 3 year strategic business plan for the JCG outlining local priorities
training and development plan for commissioner

This work will be delivered using a model developed by Consultancy Solutions and used successfully with a number of other partnerships. The emphasis is on quality and consistency, whilst ensuring that young people's services are developed in line with guidance on best practice and integrated into wider Childrens Service planning.
